Building a stronger social security system

Starting July 1, students across the country will receive a minimum of 50% support from the State for their health insurance premiums, up from the previous 30%. This is one of the key highlights of Government Decree No. 188/2025, which guides the implementation of certain provisions of the amended Law on Health Insurance (2024).

 
The decree also expands premium support to four other specific groups, marking a significant step forward in strengthening the social security system and improving access to quality healthcare services for all citizens.

This new policy is expected to expand health insurance coverage, particularly among students - a core and vital force for the country’s future. The increase in support from 30% to 50% will substantially reduce the financial burden on families and students, particularly those in disadvantaged rural and mountainous areas.

In addition to students, Decree 188 also extends health insurance premium support to several other groups, including village health workers; traditional birth attendants; individuals involved in grassroots security and order protection; part-time workers in villages and residential groups; and artisans awarded honorary titles by the State.

With its new provisions on health insurance premium support, Decree 188 represents a firm step toward building a comprehensive and sustainable social security system, improving living standards and safeguarding the health of all citizens.
