National target program for socio-economic development in ethnic minority areas
The National Target Program for socio-economic development in ethnic minority and mountainous areas for the 2021–2025 period has completed and exceeded 6 out of 9 set targets. Especially, the Government will continue to prioritize resource allocation for the Program in the 2026–2030 period, increasing by about 10–15% compared to 2021–2025.

The Program is designed with 10 component projects, comprehensively covering areas such as infrastructure development, education, healthcare, housing, livelihoods, cultural preservation, digital transformation, and capacity building for grassroots officials. This enables ethnic minority communities to access essential services, gradually narrowing the development gap between regions.
The humanistic meaning of the Program is reflected in placing people at the center. Beyond material support, it aims to enhance the self-reliance and resilience of ethnic minority communities. Assistance in terms of production land, clean water, housing, and schools is not merely a subsidy but an investment in the future, creating foundations for sustainable development. The Program also contributes to preserving and promoting cultural identity, a valuable asset of the nation. Projects supporting traditional crafts, community-based tourism, and folk festivals not only safeguard cultural heritage but also turn it into a driver for economic growth. In practice, after more than four years of implementation, the Program has delivered tangible results: a sharp reduction in poverty rates in ethnic minority areas, thousands of infrastructure projects built, and millions of people receiving support in livelihoods, education, and healthcare.
Recently, in directing the continued implementation of the Program for 2026–2030, the Prime Minister emphasized that investment in ethnic minority and mountainous areas is investment in development. It is not only a responsibility and noble duty but also a matter of sentiment and conscience of national solidarity, brotherhood bonds, compassion, and profound humanity. It must be done with sincerity, practical actions, and real effectiveness, ensuring that no one is left behind.
