Chairman of the Provincial People's Committee Phan Huy Ngoc directed to remove obstacles and speed up the progress of the Tuyen Quang - Ha Giang Expressway
On August 6, Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Tuyen Quang Provincial People's Committee, chaired a working session with relevant departments, contractors, and localities to review site clearance and construction progress of Phase 1 of the Tuyen Quang - Ha Giang expressway, passing through the former Tuyen Quang section.

According to the report from the Provincial Transport Construction Investment Project Management Board, 99.98% of the site has been handed over to ensure the project’s connectivity. A total of 114 construction teams are active on site, with over 1,000 machines and equipment mobilized. To date, the total construction value has reached nearly VND 1,940 billion, accounting for 43% of the contract value.
At the meeting, project investors, contractors, and local authorities reported on coordination efforts and proposed solutions to address bottlenecks related to site clearance, material shortages, and technical infrastructure relocation. Representatives from communes and wards identified specific obstacles in land compensation and suggested corresponding solutions.
Standing Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan emphasized the need for grassroots-level determination, criticizing localities for a lack of decisiveness and for shifting responsibility to higher authorities. He called for proactive land inventory and adjustments, resolute handling of policy bargaining cases, and clear assignment of responsibilities.
Concluding the session, Chairman Phan Huy Ngoc requested strengthened coordination among departments to promptly resolve construction material shortages. Contractors were urged to prepare detailed construction and material plans for each phase. For the 8.1 km section to be upgraded to a fully completed 4-lane road, the investor must complete necessary procedures, aiming to commence construction by November 15.
He also tasked the Provincial Land Fund Development Center, in coordination with the Department of Agriculture and Environment and My Lam Ward, to finalize compensation and site clearance for the My Lam Urban Area project.
